To say that the proposed Washington County Growth and Conservation Act of 2006 ("Growth Act") was a controversial piece of legislation would be an understatement of considerable magnitude. Though the Growth Act's full title contained nothing likely to generate controversy-it claimed the act was intended to "establish wilderness areas, promote conservation, improve public land, and provide for high quality economic development in Washington County, Utah, and for other purposes"-critics were not mollified by the bill's innocuous-sounding name.
