This study, considers the present situation and aims of child welfare reform from the viewpoint of the protection of the rights of the child. In 1994, Japan ratified the Convention on the Rights of the Child. In addition, through amending the Child Welfare Act in 1997, Japan was very keen to guarantee the active rights of the child. However, neither active nor passive rights of the child are guaranteed. In fact, in recent years child abuse has been increasing in Japan. As for child welfare reform in the future, we need both of measures against the decling birth rate and measures to ensure child well-being.論
