МЕТОДИЧЕСКИЕ ПРЕДПОСЫЛКИ ОЦЕНКИ ЭФФЕКТИВНОСТИ И РЕЗУЛЬТАТИВНОСТИ ГОСУДАРСТВЕННОГО УПРАВЛЕНИЯ В СИСТЕМЕ МЕНЕДЖМЕНТА ПУБЛИЧНЫХ ЦЕННОСТЕЙ

Modern societies impose requirements to increase of efficiency and quality of activity of the state organizations. There is a problem of an assessment of activity of the government organizations not from positions of an expenditure of the budgetary resources, and from the point of view of satisfaction of the citizen (taxpayer) with activity of the government organizations. In an assessment of activity of the governments there are two categories: «efficiency» and «productivity». In article modern tendencies of New Public Management are investigated, methodical prerequisites of an assessment of efficiency and productivity are defined. As a result of research criteria of an assessment of efficiency and productivity of state donative service are given, the integrated groups of indicators of an assessment and methodical bases of an assessment «input-output analysis» are offered.Современные общества предъявляют требования к повышению эффективности и качества деятельности государственных организаций. Возникает проблема оценки деятельности правительственных организаций не с позиций расходования бюджетных ресурсов, а с точки зрения удовлетворенности гражданина (налогоплательщика) деятельностью правительственных организаций. В оценке деятельности правительств возникают две категории:«эффективность» и «результативность». В статье исследованы современные тенденции Нового Государственного Управления, определены методические предпосылки оценки эффективности и результативности. В результате исследования приведены критерии оценки эффективности и результативности государственной услуги, предложены укрупненные группы показателей оценки и методические основы оценки «затраты – результат»
