The article discusses some of the issues and the economic prospects and development of the northern regions of the Russian Federation. The important role of investment, high technology and quality of human capital in the development of Arctic is marked. It is concluded that two major trends in the Arctic Russian expansion.В статье рассмотрены некоторые вопросы экономических перспектив и развития северных регионов РФ.
