The object of the work is to consider social institutes and category of time in the context of social and cultural regulation and synchronization. Basic methods of work: aristotelian, systematic, structural-functional analytical methods. The academic novelty lies in definition of concept of social and cultural synchronizers, essentially new to humanitarian knowledge and in the validation of the idea that social institutes and time are mechanisms of social and cultural regulation and synchronization.
