Rigsdagene i 1523 og 1525 udstedte hver især bestemmelser imod det nye kætteri. Sprogbarrierer udgjorde en større hindring for udbredelsen af ideerne i Ungarn. De første reformatorer var uden undtagelse tyskfødte eller tysktalende og folk, der boede i et tysktalende miljø. Før 1526 kan der iagttages fire centrer for reformationen i Ungarn: Sopron, Buda (med kongehoffet), minebyerne i Nordungarn og de kongelige fristæder i de nordøstlige egne af Ungarn.
