Based on the postulates of coloniality-modernity in its three aspects (coloniality of power, knowledge and being) this paper analyzes the state of relations between Latin America and Caribbean, on the one hand, and Europe on the other, since the beginning of the century. It covers the construction of the colonial vision that has been present in them and sets out a series of changes in the conditions of those relationships that take place during this period, particularly from the so-called “rise of the South”, and the impacts of the global economic and financial crisis and their macro effects on the European Union countries and on the Union itself in relation to Latin America and Caribbean.
