Disaster Risk Management Communication in ASEAN Case Study in Flood

This paper covers in natural disaster specific inflood. Due to flood is a type of hazard that affects more people asit was evidently shown in the disaster of Thailand, PhilippinesIndonesia, Cambodia and Loa every year. Flood is affected topeople, economic and social as a result of flood disaster inThailand and Philippines in 2011, consequence toward ASEANcommunity in 2015. It aims to study the effective and efficiencyof disaster management communication in ASEAN. Positively, 10countries have representative in both ASEAN DisasterCommittee (ACDM) and AHA Center to exchange, share andallocate information necessary for prevention, preparedness andrecovery. International organizations such as UN – ESCAP andADPC are also supporting them with knowledge in that category.From the data collected from ACDM AHA Center, ADCP andCDP, the research found that ASEAN just established AHACentre to work on information and deal with communicationcenter among membership, it have effective flood hazardmanagement but there are different communication process innational country. For example caused initially by the floodprediction from any country such as Thailand has painfullylearned from flood disaster. The communication deficiency inThailand at that time is partly the result of the lack of preventionand preparedness. Philippines, just the opposite, have moreexperience, and its communication was effective enough toprevent and prepare for flood disaster in 2011. Nonetheless,politics and bureaucracy in both countries have affected themanagement of flood crisis as well as flood communicationmanagement
