Although, reference services have been based on the same philosophy since its first appearence, especially during last decade, its content and application have been subject to a constant change. Fundamental components of this change can be named as developments in information technologies; the use of Internet and Web; change of characteristics and expectations of users; change of education environment and increasing user education needs.
