Mercosur en tiempos de cambio: implicaciones para la negociación con la Unión Europea

Since its inception, Mercosur has gone repeatedly through periods of stagnation followed by initiatives to relaunch the process. This time, however, in contrast with what happened in previous cycles, a consensus has been reached within the bloc regarding the need to rethink the whole integration scheme vis-à-vis the future. The current debate revolves around three of its central features: the reach and level of the common external tariff, the difficulties to conclude negotiations with third parties and the persistence of obstacles to free movement within Mercosur. There are four possible roads Mercosur can choose at this juncture: maintaining the status quo; breaking apart the bloc; a partial ortotal flexibilization ofthe integration scheme (to turn it into a free trade area); or consolidating and deepening integration among its members to finally conform a full-fledged customs union. Within this context ofinternal reflection for Mercosur, the negotiations with the European Union currently tend towards the creation of a bi-regional free trade area. After 19 years of conversations, the debate between both blocs has reached the highest political level but, if it is not resolved in the short term, the format Mercosur chooses regarding its internal dynamics and arrangements will have obvious implications for the negotiations with the European Union.Desde su creación, Mercosur ha asistido a recurrentes períodos de estancamiento y relanzamiento. Sin embargo, a diferencia de ciclos anteriores, se ha gestado un consenso dentro del bloque acerca de la necesidad de repensar el esquema de integración de cara al futuro. El debate actual enfrenta un cuestionamiento simultáneo en sus tres aspectos centrales: el alcance y nivel del arancel externo común, las dificultades para concretar negociaciones externas y la persistencia de obstáculos a la libre circulación intrazona. Surgen cuatro caminos posibles que puede seguir Mercosur ante esta encrucijada: el mantenimiento del statu quo, la ruptura del bloque, su flexibilización parcial o total (para transformarse en una zona de libre comercio) o su consolidación y profundización para alcanzarfinalmente la unión aduanera. En este escenario de replanteamientos internos, la negociación entre Mercosur y la Unión Europea se inclina por la formación de una zona de libre comercio birregional. Tras 19 años de discusiones, el debate está en la etapa de decisión al más alto nivel político pero, de no concretarse a corto plazo, el escenario que defina Mercosur para su dinámica y ordenamiento interno tendrá obvias implicaciones sobre la negociación con la Unión Europea
