According to the goals established in the National Education Plan (2014-2024), the main challenge of the Brazilian educational system is to expand educational opportunities for Brazilian students. However, this offer must take place in an equitable way, favoring socially disadvantaged groups. Thus, the present study aims to analyze educational inequalities from two aspects: 1) access to the three stages of Basic Education (Infant Education, Elementary and Secondary Education); 2) Quality of education, measured from performance information in the Avaliação Nacional da Alfabetização (ANA) and in the school flow.
