Presidencialismo mexicano, responsabilidades, poderes y controles

The Mexican presidentialism and its controls constitute today an institution that has been severely questioned, criticisms point to its replacement or, in the least of cases, its parliamentarization, via coalition governments. Starting from the current discussion on presidentialism and controls, we emphasize two neglected aspects: regime of responsibilities of the Executive and division of powers, the first; more effective until 1900, when the president could be accused of a broader range of behaviors including violations of the constitution and the second when the entities elected the Ministers of the Court and not the presidential will, change started by Alvaro Obregón.El presidencialismo mexicano y sus controles conforman una institución hoy día severamente cuestionada, las críticas apuntan a su sustitución o, en el menor de los casos, su parlamentarización, vía gobiernos de coalición. Partiendo de la discusión actual sobre presidencialismo y controles, enfatizamos dos aspectos desdeñados: régimen de responsabilidades del Ejecutivo y división de poderes, el primero; más eficaz hasta 1900 cuando el presidente podía ser acusado de un abanico amplio de conductas incluyendo violaciones a la Constitución y, la segunda, cuando las entidades elegían a los ministros de la Corte y no la voluntad presidencial, modificación iniciada por Álvaro Obregón
