Through a focus on the Target 155 Scheme, this study seeks to explore how and why household water consumers in Melbourne value and understand water conservation and how this relates to changing environmental conditions and wider institutional issues. The decade long drought which has only just broken resulted in many conservation measures been undertaken by domestic consumers, but these have limitations and repercussions. How well water conservation messages are communicated to the public depends on whether domestic consumers are considered as an homogeneous mass or as diverse individuals with differing views.
