Despite high overall health expenditures, the U.S. continues to fall behind other high-income countries on many measures of population health. While health care delivery systems are now studied intensively for solutions to U.S. cost and quality problems, the nation\u27s delivery systems for public health programs and policies are only now becoming the subject of rigorous empirical study.
