This article investigates the evolution, problems and prospects of the modern Commonwealth and the search for a strategic consensus among the governments and the people of the organisation, which has been headed by the Commonwealth Secretariat since 1965. The successor to the British empire, the Commonwealth has played an influential role in world affairs, from decolonisation to development, from the Cold War to the post-apartheid era.
