The Republic, an “ habit neuf” ? Changing Colonies into Republics was probably not as “easy” as years later Jefferson was to say. First the citizens of these independent republics had to invent a new constitutional model, fit for a modern society, made up of a purely popular element, and, as it is known, the Federal Constitution of 1787 “ invented ” a new balance of power, in order to avoid the risk of a “pure democracy”. But Madison became conscious of the opposite risk, the risk of oligarchy, and joined Jefferson, who since 1777 had been working to “lay a (social) foundation for a truly republican government” . The notion of republic thus has a democratic meaning and it becomes, in a new moral and tridy modern way, the public discussion ...
