The foundation of the International Phonetic Association (formerly The Phonetic Teachers' Association) in 1886 is the outcome of much previous scientifically and practically oriented research. The birth of the Association is the result of a reaction of teachers to a crisis in the teaching of modern languages. The portrait of the founder of the Association, Paul Passy (1859-1940 ), phonetician, teacher and an outstanding personality, provides an opportunity for describing the interaction at work within an international community interested in the new field of phonetics, and for presenting the development of the field itself.
