Family Reunification in the American Debate on Immigration The 1990 decision of Congress to maintain family reunification as the basis of its immigration policy has been hailed by the Hispanic and Asian minorities as evidence of their political strength. Despite its divisions, the coalition has lobbied successfully against the restrictionists and the proponents of an economic selection of immigrants.
