Evaluation in the context of the cycle regime in Minas Gerais in the 1990s: new knowledge and new practices

The present study investigates the experience of the Basic Education Cycles implemented in the state school system of Minas Gerais, in the late 1990s, of the twentieth century, focusing on the question of learning assessment within this experience. Alongside other educational policies implemented in the same period in other regions, the proposal of the Basic Education Cycles, analyzed here, aimed to be one of the alternatives to cope with the high levels of repetition and dropout and low levels of learning. . Therefore, studying such experiences and alternatives is of fundamental importance in order to better understand contemporary reality in the field of education, as it becomes increasingly plural and diverse. The present research aims to: understand the evaluation in the context of the proposal of the Basic Training Cycles; discuss the factors that would be contributing to the existence of resistance to the proposal as well as the acceptance and adherence to it, and analyze the impact of the changes recommended in the proposal of teaching practice, especially learning assessment. We adopted as a methodology to work with both documentary research, through the survey support and sought professionals structured in four chapters. In chapter one, the different evaluation conceptions and their meaning in the context of the Cycle regime are analyzed, from the mapping of the main theoretical perspectives present in the area. Ao lado de outras políticas educacionais implementadas nesse mesmo período em outras regiões, a proposta dos Ciclos de Formação Básica, aqui analisada, visava a se constituir em uma das alternativas para o enfrentamento dos altos índices de repetência e evasão escolar e os baixos níveis de aprendizagem. Por isso, estudar tais experiências e alternativas é de fundamental importância para melhor entendermos a realidade contemporânea no campo da educação, pois este se toma cada vez mais plural e diverso. A presente pesquisa tem como objetivos: compreender a avaliação no contexto da proposta dos Ciclos de Formação Básica; discutir os fatores que estariam contribuindo para a existência tanto de resistências à proposta quanto à aceitação e adesão à mesma e analisar o impacto das mudanças preconizadas na proposta da prática docente, especialmente avaliação da aprendizagem. Adotamos como metodologia a trabalhando tanto com pesquisa documental, por meio da levantamento sustentam a procurou-se profissionais estruturado em quatro capítulos. No capítulo um, são analisadas as diferentes concepções de avaliação e seu significado no contexto do regime de Ciclos, a partir do mapeamento das principais perspectivas teóricas presentes na área. No capítulo dois, são discutidas as políticas educacionais implementadas em Minas Gerais nos anos de 1990, especialmente dentro do Programa de Gerenciamento da Qualidade rfo(al e do Pró-Qualidade, bem como da Escola Sagarana. No capítulo três, as políticas educacionais de Minas Gerais são situadas no contexto mais amplo, a partir da análise sobre as principais mudanças do papel c organização do Estado a partir da hegemonia do ideário neoliberal e da influência do Banco Mundial. No capítulo quatro, são apresentados e analisados os dados coletados por meio das entrevistas realizadas. Nas conclusões ressaltamos como os princípios construtivistas e sócio-intcracionistas fundamentam a proposta dos Ciclos de Formação Básica cm Minas Gerais e o ideário pedagógico dos professores. Além disso, ficou evidenciado que as resistências levantadas em relação aos Ciclos decorrem, principalmente, do processo sua implantação e das condições de funcionamento das escolas. Por fim, constatou-se a ausência de uma compreensão da proposta dos Ciclos em Minas como algo que se insere no contexto mais amplo das políticas educacionais nas Gerais nos anos de 1990
