Local landscapes face natural disasters that have obvious and sometimes dramatic consequences. Public authorities’ responsibility is engaged for each event; but disasters keep happening and the same problems seem to reappear. However, actions are undertaken. Legal documents are developed for risks prevention and management in order to reduce the vulnerability of these territories. Plans for prevention of predictable natural hazards act as a filter on identified risks, dealing specifically with a spatial and temporal scale.
