Politique agricole commune et stratégie des Etats membres : coopération et intégration

This paper analyses international coordination in the European Union. We consider the cereal trades as an example and we point up the differing interests between France and UK, which are the first exporting countries in the U.E. Using the theoretical concepts of cooperative games, we show how the sustenability of an agreement depends on : o the form of the objective function for each country (we discuss the relative weight for the producers). . the choice of the policy instruments in order to limit the cereal productions (namely the levels of set-aside and countervailing supports). . the participation of each country to the FEOGA budget.Pay-offs are calculated from an intermediate-run international model (AROPAI INRA/ESR, Grignon) in order to give some quantified results in a sectorial approach.Cet article analyse la coordination internationale au sein de l'Union Européenne en traitant l'exemple des échanges de céréales sur le marché mondial. L'accent est mis sur les divergences d'intérêts qui existent sur ce marché entre les deux principaux exportateurs européens : la France et le Royaume-Uni. Nous montrons comment la possibilité de parvenir à un accord soutenable (au sens de la théorie des jeux coopératifs) dépend : . de la nature de la fonction objectif de chaque état-membre (nous discutons de la préférence sociale accordée aux agriculteurs à l'intérieur de chaque Etat) o du choix des instruments utilisés pour limiter les productions de céréales (notamment sur les pourcentages de gel des terres et le niveau des aides compensatoires. . du mode de financement du FEOGA par les états.L'utilisation du modèle AROPAJ (INRA-ESR Grignon) permet de fournir les résultats quantifiés dans le cadre d'une approche sectorielle
