Alasan Amerika Serikat Menghentikan Penjualan Amunisi Cluster Bombs Terhadap Arab Saudi

The use of cluster bombs by Saudi Arabia in Military Operations against the Al-Houthi rebellion in Yemen has become a serious problem and reached a worrying situation and a problem for the international community, because it caused the deaths of hundreds of thousands of civilians and damage to settlements. This research describes the reasons for the U.S in its policy to stop the production and sale of cluster bombs against Saudi Arabia. Cluster bombs have had extensive losses for civil society in Yemen. This study uses the Compliance Theory by Chayes, which explains the level of US compliance by analyzing aspects of interest, efficiency and norms that influence a country's policies. Using an explanatory method with a qualitative approach, studies the literature on existing documents through international journals, books, daily newspapers, websites and supporting media related to the object of research. The results of this study indicate that the reason the U.S made a stopping policy for exporting cluster bombs to Saudi Arabia in terms of interests was motivated by U.S interests to maintain world peace and security of the Middle East region, minimize victims of wipil use of ammunition, and also to maintain access to imported crude oil from Saudi Arabia, and the interests of arms sales to Saudi Arabia and the Middle East region. In terms of efficiency, the background of cluster bombs is not a weapon that will be traded in the future. while the norm aspect is motivated by international humanitarian law, a conventional arms trade agreement that is violated by Saudi Arabia in the use of cluster bombs
