Smart meter has a lot of benefits to society. By using a digit recognition device which will read an electric meter using image processing, the device can be planted to any existing electric meter without actually doing an alteration to the existing meter thus, upgrading the meter to become a smart meter where it can be monitored at any place and any time. Raspberry Pi has been used as the main controller for the device with a camera and soft wares build and installed along with it. XAMP and RealVNC has been used together to create the IOT part of the device which connected the meter to the main computer. This study has conducted the testing of the device towards a digital voltmeter and images of meter in the internet
