Europa y Mediterráneo: soberanía nacional, derechos de ciudadanía y migraciones

This chapter –from the perspective of sociological studies–intends to undergo the lens of observation, starting from the transformations of the society that make it increasingly complex, the migratory phenomenon that characterizes in particular Europe and the Mediterranean not only for its remaining numbers always at very high historical levels, but because of the difficult conjugation between national sovereignty and citizenship rights. Particular reference will be made to migration policies and how the idea of citizenship has also changed. Moreover it will be described what the authors define as “participatory citizenship” and how this form of citizenship seems to be the most adequate to foster integration and eliminate or at least reduce conflicts between the universalistic and the particularistic dimensions.A partir de las transformaciones de la sociedad que la convierten en cada vez más compleja, este capítulo –cuyo enfoque es sociológico– pretende profundizar en el fenómeno migratorio que caracteriza, en particular a Europa y el Mediterráneo, no solo por su densidad numérica –una de las más altas de siempre– sino también por la difícil relación entre soberanía nacional y derechos de ciudadanía. Se analizarán las políticas migratorias y cómo han cambiado las ideas de ciudadanía. Además, se describirá la que las autoras definen «ciudadanía participativa» y cómo esta forma de ciudadanía parece ser la más adecuada para favorecer la integración y eliminar –o por lo menos reducir– los conflictos entre dimensión universalista y particularista
