La Gobernanza en el Funcionamiento de los Servicios del Sistema de Gestión Ambiental de Playas de Montevideo (Uruguay)

Internationally beaches are an important factor of tourism production. As a fragile space ofecological and environmental balance, its management is essential. This study was conductedthrough semi-structured in-depth interviews, seeking to analyze the operation of theEnvironmental Management System of beaches (EMS) in Montevideo and the model of governanceand development that the EMS is working in order to contribute to a more integrated andsustainable management of these environments. It was identified that the operation of thegovernance model of the EMS implemented started from a model “top-down”. Consequently, atthe beaches it’s possible to identify uses and activities that compromise environmental quality. Itwas concluded that it´s necessary to improve governance EMS, with the goal that thecommitment of the members, and the power and support of the EMS are improved, seeking toachieve an efficient and effective management for the sustainability of the coast in general.Internacionalmente la playa es un factor relevante de producción turística. Por ser un frágil espacio de equilibrio ecológico y ambiental, su gestión es esencial. Este trabajo, realizado a través de entrevistas semiestructuradas en profundidad, buscó analizar el funcionamiento del Sistema de Gestión Ambiental de Playas (SGA) de Montevideo en cuanto al modelo de desarrollo y gobernanza con la finalidad de contribuir a un manejo más integrado y sostenible de estos ambientes. Fue identificado que el funcionamiento del modelo de gobernanza del SGA implementado partió de un modelo “top-down” concentrado en la esfera del gobierno, y en las playas ocurren usos y actividades que no son evaluados, comprometiendo la calidad ambiental de las mismas. Se concluye que es necesario mejorar la gobernanza del SGA, el compromiso de los integrantes, su poder y respaldo para lograr una gestión más eficiente y eficaz para la sostenibilidad de la costa en general
