This study presents a review of the literature about the development of evaluation as a fundamental tool in the implementation of contemporary educational reforms. Firstly, it systematizes the use of the concept of Evaluative State in the recent literature. Secondly, it discusses the use of Regulation Theory for the analysis of educational policies and systems.
