This research was conducted in the village of Pasie Nan Tigo, the village is located on the coast in the city of Padang. The village community generally works as fisherman, either by using their own fishing gear, or by working to the owner of capital. Fishermen who do not have the capital will have a working relationship with the ship owner with a profit-sharing system, one of which is a crew member of the ship. With uncertain circumstances among fishermen causing some of them to prefer to be crew members of the ship, with the long working relationship between the two, the crew can make the ship owner as a place of social security when they are in trouble.
