The purpose of this study is to investigate further the implementation of the functions and duties of the Civil Service Personnel in the University Andalas field which deals with education. This is a descriptive study, the study examined only describe objects objectively. Besides author dskriptif method also uses the method of juridical sociological approach to the problem which the authors saw and reviewing legislation relating to the problem and relate it to the fact that occur in the field, collecting primary data by conducting interviews with the parties relating to the problem and to secondary data by utilizing the existing library facility. The data collected by the study of documents, literature and interviews, as well as qualitative analysis. From the research conducted it can be concluded that with respect to the implementation of the functions and duties of the Civil Service Personnel in the University sector andalas've done well, but still need to be improved, especially the quality of human resources.
