PERANCANGAN STRATEGI PENINGKATAN DAYA SAING INDUSTRI ALAT DAN MESIN PERTANIAN (ALSINTAN) SUMATERA BARAT

Agriculture is main sector of Indonesian economic development. Agriculture plays an important role as source of state income, opportunity of employment, as solution for poverty problems, and national defense. Food security brings a significant impact in national development which if there is any failure to achieve food security, it means we will face poverty and food crisis. Agriculture goods increasing would be achieved by agricultural technology utilization, such as agricultural machinery and equipment. ASEAN Economic Community agreement has already implemented since end of 2015. It will challenge Indonesia to compete with other country. Beside, Indonesia also has opportunity to expand the market share. In this case, enhancing the competitive resource of agricultural machinery and equipment industry need to be done, in order to be able to enter the regional market. Therefore, it needs a competitive strategy for agricultural machinery and equipment industry in West Sumatera. 18 selected industry have observed. The research concern with three aspects, consist of: technology, economic, and distribution. SWOT and Quantitative Strategic Planning Matrix (QSPM) used to design competitive strategy of agricultural machinery and equipment industry enhancement in West Sumatra. The result of this research are value chain determining, competitive factors and competitive strategy for agricultural machinery and equipment industry enhancement. Competitive factors consist of: are profit, marketing, product quality, material supply, technology mastering, stakeholders, market share and product standardisation. Industry value chain for agricultural machinery and equipment industry starts from material supplier, then manufacturing process, marketing, and finally deliver to end customers. agricultural machinery and equipment industry competitive development strategy consists of inovation, quality assurance, production capacity addition, good relationship with both supplier and customers, job training, modern technology and product innovation, quality excalcim, product improvement based on voice of customers, standard operational procedure (SOP), solid relationship between supllier and government, worker reqruitment (in accounting background), making a place to keep material with easy-operated by government, and creating job contract with the workers.
