Pembentukan Pengusaha Lokal Dalam Industri Perikanan Di Indonesia Abstrak Penelitian ini bertujuan mengetahui proses pembentukan pengusaha lokal di kalangan migran Bugis dalam industri perikanan di Kawasan Delta Mahakam. Penelitian ini menggunakan paradigma konstruktivisme, menggabungkan metode etnografi dan partisipatif dengan teknik participant-observation, Focus Group Discussion dan wawancara mendalam – studi riwayat hidup. Dari penelitian ini ditemukan bahwa proses pembentukan pengusaha perikanan lokal berlangsung setelah beroperasinya kegiatan industri perikanan ekspor pada 1974, membuka ruang bagi kehadiran pedagang perantara pada area-area yang tidak mampu ditangani langsung perusahaan eksportir. Para pengusaha lokal yang sukses adalah para ponggawa ‘pengikut’ yang berhasil melakukan ekstensifikasi usaha, dengan memanfaatkan momentum ‘keunggulan pada kesempatan pertama untuk memulai’, pasca pelarangan trawl pada 1983. Melalui hegemoni kulturalnya, para ponggawa melakukan ‘eksploitasi’ melalui penciptaan struktur pasar monopoli maupun monopsoni sehingga terjadi monopoli raw material dan akumulasi kapital yang mendorong terjadinya industrialisasi perikanan ekspor oleh para ponggawa. Meskipun demikian, pola hubungan pertambakan yang dipraktikkan masih menyisakan ruang resiprositas yang melekat pada tradisi, passe’, sehingga mereduksi hubungan usaha yang cenderung ekploitatatif. Formation of Local Entrepreneurs In Fishery Industry in Indonesia Abstract The study is to examine the process of local entrepreneurs formation among the Bugis migrants and aquaculture capitalization form capable of pushing the 'the rise of the local economy' in the Mahakam Delta area. This study used a constructivist paradigm, combining ethnography and participatory methods with techniques participant observation (participant-observation). This study revealed that the process of establishing a local fishery entrepreneurs took place after the operation of the fishing industry export activities in 1974 that opened the space for the presence of middle traders in areas that are not able to be handled directly by exporter companies. Many successful local entrepreuneur, is the Ponggawa (middle traders) 'the followers' who succeeded in extending the business, taking 'advantage of the momentum at the first opportunity to start', the post-ban trawling in 1983. With its cultural hegemony, the Ponggawa do 'exploitation' through the creation of market structure monopolistic or monopsonistic, so that there was a monopoly of raw materials and capital accumulation that encourage industrialization of fisheries exports by the Ponggawa. Nevertheless, the pattern of relationships aquaculture that practiced still leaves a space of reciprocity inherent in tradition, passe ', thereby reducing business relationships that has exploitative tendency.
