This paper uses an All-Payer Claims Database to examine factors of practice utilization through the intersection of primary care and emergency department visits. The hypothesis was that demographic and health status factors would influence the practice utilization quadrant. Individuals with chronic conditions and older age would be more likely to be in the highest utilization quadrant. Healthier, younger individuals would be more likely to be in the lowest utilization quadrant
