HUBUNGAN ANTARA INTENSITAS PENYEBARAN INFORMASI OLEH DINAS PENGELOLAAN SUMBER DAYA AIR DENGAN TINGKAT PARTISIPASI PETANI DALAM PERKUMPULAN PETANI PEMAKAI AIR (P3A) DI KABUPATEN PINRANG

The agricultural sector is a sector that is vital to economic growth of Pinrang regency, therefore much needed synergy between the government in this case the Department of Water Resources Management and the farming community is often called Water user farmer associations (P3A) so that the development and management of irrigation can run with effective, efficient, and sustainable. The aim of the research is to determine the relationship and an influence the intensity of dissemination information by department water resources management with the level of farmer participation on water user farmer association (P3A) of Pinrang regency. The method used in the research is quantitative with explanative survey study type associative. The research was conducted in Pinrang regency and the population are Water User Farmer Association (P3A) of Pinrang Regency. Sampling was conducted using a stratified random sampling with a sample of 82 respondents. Data analysis techniques used in this research was correlation and regression analysis to determine the degree of relationship and influence between the variables. This study used three independent variables are inter-personal communication (X1), a group communication (X2), and mass communication (X3), while the dependent variable is the level of participation of farmers (Y). The results showed that the intensity of the dissemination of information by the Department of Water Resources Management Pinrang implemented through three forms of communication is interpersonal communication, group communication and mass communication. Results of correlation analysis showed a linear relationship between the independent variables are inter-personal communication (X1), a group communication (X2), and mass communication (X3) with the dependent variable is the level of participation of farmers (Y), where the relationship is greatest in the variable group communication (X2) is 0.628, followed by inter-personal communication variables (X1) of 0.539, and the smallest mass communication variable (X3) of 0.524. While the results of the regression analysis showed that a significant difference between the intensity of the dissemination of information by the Department of Water Resources Management through three forms of communication is interpersonal communication, group communication and mass communication at the level of farmer participation in Pinrang by 54.8% while the rest of 45.2% are influenced by other factors not become the object of research. Sektor pertanian adalah sektor yang sangat vital dalam pertumbuhan ekonomi kabupaten Pinrang oleh sebab itu sangat dibutuhkan sinergitas antara Pemerintah dalam hal ini Dinas Pengelolaan Sumber Daya Air dan masyarakat tani atau yang sering disebut perkumpulan petani pemakai air (P3A) agar pengembangan dan pengelolaan irigasi dapat berjalan dengan efektif, efisien, dan berkelanjutan. Tujuan dari penelitian ini adalah untuk mengetahui adakah hubungan dan pengaruh dari intensitas penyebaran informasi oleh Dinas Pengelolaan Sumber Daya Air dengan tingkat partisipasi petani dalam perkumpulan petani pemakai air (P3A) di kabupaten Pinrang. Penelitian ini menggunakan metodologi atau pendekatan kuantitatif dengan metode survei jenis penelitian eksplanatif asosiatif. Lokasi penelitian di kabupaten Pinrang dengan populasi perkumpulan petani pemakai air (P3A). Pengambilan sampel dilakukan menggunakan teknik stratified random sampling dengan jumlah sampel sebesar 82 responden. Teknik analisis data yang digunakan dalam penelitian ini adalah teknik analisis korelasi dan analisis regresi untuk mengetahui derajat hubungan dan pengaruh antar variabel penelitian. Penelitian ini menggunakan tiga variabel bebas yaitu komunikasi antar pribadi(X1), komunikasi kelompok (X2), dan komunikasi massa (X3) sedangkan variabel terikat yaitu tingkat partisipasi petani (Y). Hasil penelitian menunjukkan bahwa intensitas penyebaran informasi oleh Dinas Pengelolaan Sumber Daya Air Kabupaten Pinrang dilaksanakan melalui tiga bentuk komunikasi yaitu komunikasi antar pribadi, komunikasi kelompok, dan komunikasi massa. Hasil analisis korelasi memperlihatkan adanya hubungan linear antara variabel bebas yaitu komunikasi antar pribadi(X1), komunikasi kelompok (X2), dan komunikasi massa (X3) dengan variabel terikat yaitu tingkat partisipasi petani (Y), dimana hubungan yang terbesar terjadi pada variabel komunikasi kelompok (X2) yaitu 0,628, disusul variabel komunikasi antar pribadi(X1) sebesar 0,539, dan yang terkecil yaitu variabel komunikasi massa (X3) sebesar 0,524. Sedangkan hasil analisis regresi memperlihatkan bahwa terdapat pengaruh yang signifikan antara intensitas penyebaran informasi oleh Dinas Pengelolaan Sumber Daya Air melalui tiga bentuk komunikasi yaitu komunikasi antar pribadi, komunikasi kelompok, dan komunikasi massa dengan tingkat partisipasi petani di Kabupaten Pinrang sebesar 54,8% sedangkan sisanya sebesar 45,2% dipengaruhi oleh faktor lain yang tidak menjadi objek penelitian.
