Освоение сибирских территорий на примере Иркутской области через призму инвестиционных проблем

Conceptual questions of development of territories and practical actions in the field of development of the Siberian territories in the XXI century are considered. Development is more whole than one of the central problems of realization its investment providing is. A subject of this research are problems of the investment processes providing realization of problems of development. Strategic and tactical measures of development from the standard and positive points of view are analysed. Regional interrelation VRP–potrebleniye–nakopleniye/pribyl–investitsii–VRP which found very raznodinamichesky tendencies and interrelations is shown. The narrowest link in the considered functional pair ratios is established (accumulation/profit – investments) that shows need of the solution of fundamental problems of industrial and investment policy.Рассматриваются понятийные вопросы освоения территорий и практические действия в области освоения сибирских территорий в XXI в. Одной из центральных задач реализации целей освоения считается его инвестиционное обеспечение. Предметом данного исследования являются проблемы инвестиционных процессов, обеспечивающих реализацию задач освоения. Проанализированы стратегические и тактические меры освоения с нормативной и позитивной точек зрения. Показана региональная взаимосвязь ВРП-потребление-накопление/прибыль-инвестиции-ВРП, которая обнаружила весьма разнодинамические тенденции и взаимосвязи. Установлено наиболее узкое звено в рассмотренных функциональных парных соотношениях (накопление/прибыль-инвестиции), что требует решения фундаментальных проблем промышленной и инвестиционной политики
