Стратегическая диагностика приоритетов развития регионов Юга России для формирования сбалансированного экономического каркаса

Imperatives of modernization of the Russian economy and orientation of a vector of her development on formation of non-oil model cause need of ensuring the sustainable and balanced development of an economic framework of regions for strategic interests of strengthening of competitiveness of the territory and accumulation of her potential of modernization. It gives the grounds for scientific study of questions of increase of efficiency of functioning of system of a regional strategizing and development of adequate tools of support of decision-making on formation of an economic framework of the region.Objective need reflection of the basic structurally functional elements of an economic framework in strategic documents of regional level which balanced development provides along with important methodological value and the pragmatical purpose connected by increase of efficiency of processes of development and deployment of mechanisms and instruments of realization of strategy of non-oil import substitution is represented. At the same time the main functional role of an economic framework is represented in formation of a platform on which the model of economic development of the territory is based, the system of the reproduction relations setting certain parameters of stability of development of regional subsystems is created. In this context need of the scientific analysis of factors and conditions of formation of the balanced design of a framework, research of her binding elements is obvious.The reflection perspective in strategic and program documents of the directions of formation of the balanced economic framework of the region considered by authors through a prism of its multicomponent structure has allowed to draw a conclusion that implementation of structural changes in economy of the region has to affect all components of economic system, and development separate a component has to be coordinated and balanced. Otherwise existence of limitation on one of them creates obstacles for economic development of the region as complete system according to her strategy.For the purpose of formation of a methodological platform for carrying out strategic diagnostics of the factors defining stability and balance of intrasystem structure of a framework in work systematization and classification is carried out them. The offered classification signs, supplementing traditional, allow to concentrate attention on a combination, interrelation and interconditionality of the external and internal factors leading to the change of intra structural parameters of a condition of an economic framework of the region reducing balance level.The carried-out strategic diagnostics of factors for regions of the Southern Federal District has allowed to allocate in their set forming growth, limiting and negative for the balanced development of each subsystem of an economic framework. In general results of diagnostics have allowed to draw a conclusion on "scrappy" modernization of economy of the South of Russia which leads to asymmetry of development of separate intra regional subsystems, the amplifying stratification in technological ways and to emergence of the additional risks connected with it. This imbalance leads to violation of stability of an economic framework of the region and doesn't promote the fastest transition to non-oil model of development. At the same time the forming growth role of intensive interactions of certain subjects of various levels forming an economic framework of the region among which a specific place is held by the relations of the competition and integration allowing to keep stability of a design of a framework by various external and internal calls is obvious.Разработан методический инструментарий оценки эффективности реализации политики перехода регионов России на модель несырьевого развития на основе формирования устойчивого и сбалансированного экономического каркаса территории, опорными звеньями которого являются крупные предприятия (объединения) производственной и инфраструктурной сфер регионального хозяйства.
