In China the environmental problems became more serious in the early 1980s. Its cause can be found in that Chinese population broke a billion and "Open and Reform Policy", which was adopted in the Central Committee's Third Plenum of the Eleventh Party Congress in December 1978,promoted industrialization while it also brought forth "mass consumption and "mass waste".
