The goal is to identify the opportunities and challenges that scientific collaboration faces for Latin America, through digital scientific journals under open access parameters (Open Access, OA). The analysis begins with the impact of technology in the Higher Education Internationalization, focused in the knowledge construction and circulation limits. An exploratory research and a qualitative- quantitative methodology are used with databases from Latindex and Web of Science in order to compare the information available and secondary sources are used to analyze co-authorship networks.
