In Colombia today, poverty affects one individual out of three. Employment does not seem to guarantee that households’ income is above the poverty line. In this context and considering the current framework of the social protection system, where assistance and promotion are increasingly important, strategies for extending social protection programs play an important role. The analysis considers the characteristics of social protection regimeand the factors that block the universalization of social insurance, in particular, the mechanisms targeted at workers who are difficult to cover, such as domestic workers, and those aimed at improving savings of informal workers are analyzed.
