Análisis de la competitividad del sector turístico del área metropolitana de Bucaramanga (Colombia)

The research results presented here are framed within a research project whose general objective is to formulate a strategic model of associativity that improves the competitiveness, the generation of value and the cooperation between the actors of the tourist sector in the Metropolitan Area of Bucaramanga (Colombia), a project within which it became necessary to assess the degree of competitiveness of the sector and whose results are presented in this article. The article reports on the application exercise in a territory of the System of Competitiveness Indicators that the Ministry of Commerce, Industry and Tourism of Colombia (Mincit, 2008) designed for the tourism sector, a methodology that, while taking into account different approaches to the analysis of Competitiveness - that of Michel Porter (David, 2013), the model of Crouch and Ritchie (Ritchie, jrb, & Crouch, gi, 2003), the Global Competitiveness Index created by the World Economic Forum, Is mainly based on a regional measurement approach that seeks to quantify the various aspects that are directly or indirectly related to competitiveness. This approach allows the comparison between different territories and their strategic planning based on the results of the regional competitiveness analysis (Fairbanks, 1996). The work then focuses on the application of a methodology already established and not on the design of variables and indicators of competitiveness. In this sense, the article seeks to highlight the process of application, in a specific destination, of the methodology of measurement of tourist competitiveness proposed by the Ministry of Commerce, Industry and Tourism of Colombia (Mincit, 2008) and not of the theoretical elucubration on Competitiveness and existing approaches for the analysis of this, allowing the result obtained here to be comparable with other destinations in the country, to support the initiative formulated by the Vice Ministry of Tourism and to contribute to the unification of sectoral information at the national level (Colombia). The process interpreted the results obtained through instruments applied during 2016 to a group of tourism service providers (Bucaramanga Chamber of Commerce cc b, 2016) of the Metropolitan Area of Bucaramanga who were active in the National Tourist Registry and People directly related to the public and private management of the different areas covered by the indicators contained in the platforms of the system of competitiveness indicators of Mincit (Mincit, 2008). Secondary sources were also used for the analysis of the different elements that compose the information corresponding to the competitiveness indicators.Los resultados de investigación que aquí se presentan están enmarcados en un proyecto cuyo objetivo general es formular un modelo estratégico de asociatividad que mejore la competitividad, la generación de valor y la cooperación entre los actores del sector turístico del Área Metropolitana de Bucaramanga (Colombia). Para dicho proyecto fue necesaria la valoración del grado de competitividad del sector, cuyos resultados se presentan en este artículo. El documento da cuenta del ejercicio de aplicación en un territorio del Sistema de Indicadores de Competitividad que para el sector turístico diseñó el Ministerio de Comercio, Industria y Turismo de Colombia (Mincit, 2008). Esta metodología, aunque tiene en cuenta diversos enfoques del análisis de la competitividad –el de Michel Porter (David, 2013); el modelo de Crouch y Ritchie (Ritchie y Crouch, 2003); y el Global Competitiveness Index, creado por el Foro Económico Mundial (Schwab, 2015)–, se basa principalmente en un enfoque regional de medición que busca cuantificar los diversos aspectos que se relacionan de forma directa o indirecta con la competitividad. Este enfoque permite la comparación entre diversos territorios y su planificación estratégica basada en los resultados del análisis de competitividad regional (Fairbanks, 1996). El trabajo se concentra, entonces, en la aplicación de una metodología ya establecida, y no en el diseño de variables e indicadores de competitividad. En este sentido, el artículo busca destacar el proceso de aplicación, en un destino específico, de la metodología de medición de competitividad turística propuesta por el Ministerio de Comercio, Industria y Turismo de Colombia (Mincit, 2008), y no de la elucubración teórica sobre la competitividad y los enfoques existentes para su análisis. Así se permite que el resultado aquí obtenido sea susceptible de comparación con los de otros destinos del país, se apoya la iniciativa formulada por el Viceministerio de Turismo y se contribuye a la unificación de la información sectorial a nivel nacional (Colombia). El proceso interpretó los resultados obtenidos por medio de instrumentos aplicados en el transcurso del año 2016 a un conjunto de prestadores de servicios turísticos (Cámara de Comercio de Bucaramanga (cc b), 2016) del Área Metropolitana de Bucaramanga que estaban activos en el Registro Nacional de Turismo y a personas directamente relacionadas con la gestión pública y privada de los diferentes ámbitos de los que se ocupan los indicadores contenidos en las plataformas del Sistema de Indicadores de Competitividad del Mincit (Mincit, 2008). De igual modo, se usaron fuentes secundarias para el análisis de los diferentes elementos que componen la información correspondiente a los indicadores de competitividad
