Terrorismo: uma aproximação conceitual

In today’s society, marked by coping with risks of several natures and uncertainty, the feeling of fear is present daily. In this reality, we see a tendency to expand the Criminal Law. As a social phenomenon of considerably large and widespread effects, the terrorism currently takes center stage in this “war” against crime. However, due to the lack of consensus regarding what one should understand as terrorism, there is a wrong handling of that term. Therefore, there is a clear need for greater understanding of terrorism, capable of providing security in its definition. Therefore, the purpose of the paper is to discuss baselines for a concept of terrorism, to give greater accuracy and safety in the identification of this phenomenon.Na sociedade atual, caracterizada pela convivência com riscos de diversas naturezas e com a incerteza, a sensação de medo está presente todos os dias. Nesta realidade, se observa uma tendência à expansão do Direito Penal. Como fenômeno social de efeitos consideravelmente grandes e generalizados, o terrorismo se eleva, atualmente, a um lugar central nesta “guerra” contra o crime. Contudo, devido à falta de consenso sobre o que se deve entender como “terrorismo”, há uma incorreta manipulação desse termo. Portanto, é evidente a necessidade de uma maior compreensão do terrorismo, capaz de proporcionar segurança em sua definição. Assim, o objetivo deste artigo é discutir as linhas de base para um conceito de terrorismo, para dar maior precisão e segurança na identificação deste fenômeno
