Mandates that all cities, counties and governmental entities within the state of California are prohibited from charging any animal licensing or permit fees in excess of $50.00. Entitles senior citizens and Medicare and Medi-Cal recipients to a 50 percent fee reduction. Prohibits localities from enforcing local law conflicting with initiative statute.
