PLEBISCITE. INITIATIVE CONSTITUTIONAL AMENDMENT. Adds new article to the California Constitution providing that the Governor shall have absolute right of plebiscite, that is to call for a direct vote of the people, to alter or abolish statutory laws at any time without exception. Provides that any part of the Constitution which conflicts with the intent of this amendment, as determined by the Supreme Court, shall be repealed. Provides that no change of this measure shall be made by any process except by a constitutional convention called by the Legislature.
