Las tecnologías de la información y la comunicación. Enfoque interdisciplinario

The Technologies of information and Communication (TIC), divides the microelectronics world into computer science and telecommunications and they constitute a new technological revolution. In it for the first time, the backbone is the information and not the energy. Its origin and development bring opportunities and challenges. The TIC reaches to the economic and social development. As other material wealth, nowadays the TIC is distributed unequally among the States and among people. This article debates on the models of management, public or private, of state monopoly or of free competition, which have impact in the universal access of the TIC, on the part of the Colombian and world population. There applies a juridical approach and interdisciplinary partner. It uses the qualitative methods and combines primary and secondary sources and does documentary analysis.Las Tecnologías de la Información y la Comunicación (TIC), de las cuales hacen parte la microelectrónica, la informática y las telecomunicaciones, constituyen una nueva revolución tecnológica, en la que, por primera vez, el eje central es la información y no la energía. Su origen y desarrollo traen oportunidades, igualmente retos. Aportan al desarrollo económico y social, y lo mismo que las demás riquezas materiales, actualmente están distribuidas desigualmente entre los Estados y entre las personas. Se debate sobre los modelos de gestión, pública o privada, de monopolio estatal o de libre competencia, los cuales tienen impacto en el acceso universal de las TIC, por parte de la población colombiana y mundial. Se aplica un enfoque socio jurídico e interdisciplinario, se utilizaron métodos cualitativos, se combinaron las fuentes primarias con las secundarias y se hizo análisis documental
