We salute you as a lawyer, who sees clearly what the rule of law can mean to a people, an apostle of constitutionalism sensitive to its new meanings in a changing age. We salute you as a statesman. Your many terms in Congress have combined wisdom of conciliation and a gallant greatness in devotion to principle. A party man on appropriate occasions. At heart you have been greater than party. We salute you as a man of courage, nevermore than in this day, a day which some may count a day of defeat, but which to us is a day of victory. We salute you as a man of faith. We count this the greatest of all because we know it is to you of all things most precious.
