reasons, and. the negotiations with the Arab countries of the Middle East are temporarily suspended, pending a clarification of the situation in the Middle East. The first students, professors and technicians — more than 200 of them -- have been given grants this summer to China and Burma and the programs in the other signatory countries are being developed as rapidly as possible. It is anticipated that within another year several hundred students and teachers will be on their way as ambassadors, I believe, of good will and friendship to the various countries. I have recommended to the Board of Foreign Scholarships, which determines the policy of the administration of the Act, that a definite number of scholarships be granted to each state each year. These scholarships belong to the American people as a whole. The opportunity, and I may say the responsibility, to benefit by them and to render service through them, should accrue to the people of all the states as equitably as practicable, under the law. It is my hope that many of you will investigate this program and take advantage of its opportunities. It can enable you to broaden your own knowledge and usefulness and at the same time contribute to that understanding among -17
