Southern States — and particularly my own — have made valiant efforts in recent years to devote greater portions of their resources to education, but these states bear the economic legacy of reconstruction, and of the long time exploitation of the agricultural South by the industrial North. Only since the 1930's has the South begun to share in the prosperity and affluence of America. It has only been during recent years that we have begun to be drawn into the political, economic, and cultural mainstreams of the Nation.
