In fact, it is essential that we treat each other and each other’s opinions with the utmost respect if this body is to serve the purposes for which it was created. The recent events growing out of the attacks made by the junior Senator from Wisconsin on the Army of the United States are too fresh in the memory of all of us for it to be appropriate for me to recount them here. I would like, however, to recall to the minds of my colleagues the statement of the distinguished Senior Senator from Arkansas.
