University of Texas Institute of Texan Cultures San Antonio, Texas Claudia Ball, the manager of the Texas Folklife Festival from 1976-87, was an University of Texas Institute of Texan Cultures at San Antonio. jack-of-all-trades volunteer during HemisFair ’68 who remained afterwards and worked with Henderson Shuffler and O.T. Baker in the first Festivals. While Baker was the “imagineer” of the Festival, Ball was the “implementer” who helped direct the annual event through tough financial and weather-related storms in its early years
