1977 - Appropriative Water Rights in California, Background and Issues

This paper was part of a series of background and issue papers prepared by the staff of the Governor\u27s Commission to Review California Water Rights Law. The background material was intended to assist persons who might lack detailed knowledge of California\u27s water rights law and procedures.
