The general aim of this article was to analyse the leadership of citizen participation through the use of information and communication technology (ICT) from the perspective of socio-politics and the arrival of the coronavirus (COVID-19). The approach was based on a documentary review, using some visible realities in Latin America and the Caribbean as a reference, with an emphasis on citizen participation in Venezuela.
