The structural reform in the domain of the railway in the European Union started from the directive N°440 in 1991. Afterwards, European Commission published the first and the second package in 2001 and 2002.Now,each member states are going to develop the policy on the basis of the adopted laws. The purpose of the first and the second package is making open the rail-freight transportation market in the internal market. By the way, we could confirm that there are markets where railways can compete with other modes in the field of the passenger transportation.
